Meet the Candidates for Cameron County Constable Precinct 5

Donald Duncan

donsuitheadshotMy name is Donald Duncan, but my friends and family call me, “Don.” I am your candidate for Cameron County Constable Precinct #5. This area includes Harlingen, Combes, La Feria, Santa Rosa, Santa Maria, Bluetown, and Los Indios (US 281 area).

My father, T.M. Duncan, was born in Tennessee and was a carpenter in the Cameron County area all his life. My mother, Edna Mae, was a housewife born in Monterey, Nuevo Leon, Mexico.

I began my career in Law Enforcement at 17 years of age with the city of Harlingen. I attended the Rio Grande Valley Police Academy at 18, and became a police officer with Harlingen Police Department at age 20. As a patrolman with HPD, I was able to achieve and was awarded a scholarship from the Department of Justice to attend college and began at Texas Southmost in Brownsville. I was recruited by the Cameron County Sheriff as a Deputy where I worked through the ranks to the position of Captain. At the Sheriff’s Department, I managed the Criminal Investigation Unit of 27 officers, as well as the Cameron County Jail and Jail Staff.

As Captain, I was privileged to attend some of the best police training academies, such as the Texas Department of Public Safety, the FBI training service, Texas A&M police services as well as the Rio Grande Valley Police Academy, Sheriff’s Association Training Service and our very own Helicopter Pilot training program. I later received my Aircraft Pilot’s License through the Federal Aviation Administration. Several years later an opportunity opened up for me as I was chosen to head the Valley Baptist Health System as the Director of Public Saftey for the total facility. My responsibility was to all internal commissioned officers (eventually 160 employees) with a multi-million dollar budget. This position also included risk management and safety administration. I held this position for a total of 25 years of loyal service. I never once exceeded the budget, ensuring that I never spent more than I was allotted, saving the hospital system a substantial amount of revenue every year. My education, experience, as well as the knowledge to manage a facility with over 3,200 employees, 150 physicians and numerous other medical students was crucial in obtaining this position.

I am also involved in community service work providing personal training for pre-school children on topics such as drug use and sexual predator awareness (stay away from strangers program).My community service also includes program to reach adults without a high school education, making referrals for them to take basic training for the GED test. As your constable I will manage a full time position with no other obligations. I will dedicate 100% of my time serving the citizens of Cameron County with the men and women of the Constable Precinct 5 staff at my side, making it a professional respected agency with honesty and integrity foremost. Eddie Solis

img_4733My name is Eddie Solis and I am your Democratic Candidate elect for Cameron County Constable Precinct 5.

This Precinct encompasses La Feria, Santa Rosa, Santa Maria, La Paloma, Los Indios, Primera, Combes, and Harlingen. This November 8, 2016, I humbly ask you, your family and friends for your support and vote to elect me as your next Constable.

I along with my lovely wife, Vilma Solis a Pediatric Registered Nurse and our three children Ebony, Everardo Jr, and Eliza Solis have made the beautiful city of La Feria our home for the past 8 years. We are active members of St. Francis Xavier Catholic Church. As a family we also take pride and honor with our involvement in community events, non-profit organizations and fundraisers.

I have proudly served the residents of the Rio Grande Valley as a small business owner with over 20 years of management and supervisor experience and the city of Primera as a reserve Police Officer. I wish to continue to serve our community as a honest, fair, and a professional leader.

I am familiar with what candidates say as far as why they are seeking public office. Many say leadership, and they believe a change is needed or that they want to help people. My position is that of, I want to be of service to this precinct. I want to be personally involved in reaching out to my constituents, to make this a better and safer place to live.

To achieve these goals, I wish to incorporate a few things. One is to have sub-committees in our precinct to report what’s working and what needs our attention. These sub-committees will be made up of volunteers from each area and people who are leaders to assist in reaching our goals. Precinct 5 Constable and deputies will be more active in our community by providing extra patrols where needed and have a great working relationship with our local police departments to help keep crime rate down from coming into our cities.

Second would be to establish an Explorer program. These Explorer’s are also volunteers who are students in their respective high schools. They can learn community service by assisting in various activities pertaining to assisting in events and to learn about law enforcement. They must be respectful in their schools and have passing grades. We will also go out to our schools and provide presentations to our kids regarding different topics they can learn about to be will informed.

And third, I wish to be engaged in activities that pertain to our elderly, and to at risk students. It seems that for a while now, that the respect for our elders or for the parents has diminished greatly. I want to address these types of issues and restore the values that we were brought up with.

A Constable should not only be involved with the duties with-in the office, but also the responsibility that one has to their constituents by making a difference in people’s lives and giving back to the communities that elected them.

I ask for your support in this election. Not only to make a change but a positive one that you all can be involved in, and together we can make a difference.
